With reference to Mr. Paskin's telegram to Sir T. Lloyd urging that you should visit Hong Kong (copy attached for reference), please see the extract from Mr. Paskin's letter of 19th January on this file, which contains the general matters referred to. I am sure that a visit to Hong Kong and a talk by yourself to the Unofficials on some of their worries would be most helpful to the Governor.

As to (a) of the points in No. 1, I should have thought we could have got the Treasury to ease up on this, now that borrowing in London is not altogether off the map, and provided it is not open to objection on other grounds.

The Bearer Bond issue ought to be settled before you go, if possible, I feel, and if you could take that out 'on a platter' to the Governor and the Unofficials it would create an excellent effect I am sure.
